Charles Segerman, P.E., Esq., LEED-AP (BD&C), Chief Executive Officer

Mr. Segerman is a licensed engineer, attorney, and an LEED accredited professional with a specialty in Building Design and Construction. He received his Civil Engineering Degree from Washington University – St. Louis and his Law degree from George Washington University. Mr. Segerman is a well-versed real estate and construction professional with strengths in real estate development, business operations, energy, energy efficiency and financing. With over 20 years of real estate and land development experience, Mr. Segerman has worked on exciting projects including Washington DC’s National Harbor, DC WMATA, Blair Towns (the first LEED Certified Apartments in the US), and University Town Center.

Robert S Rosenfelt, P.E., Vice President

Mr. Rosenfelt is a 1974 graduate of the University of Pennsylvania with both a Bachelor and Masters of Science degrees in Civil Engineering. He is a registered Professional Engineer in Maryland and Delaware. He has over 30 years experience in planning and design of site development projects, sewer and water treatment facilities, public utility systems, stormwater management, and hydraulic and flood control facilities. Responsibilities include project management, civil and sanitary engineering, environmental analysis and administration. He has been with the firm since 1985.

Stuart L. Darley, Vice President

Mr. Darley is a 1985 graduate of Frostburg State University with a Bachelor of Science in Land Reclamation. He has extensive experience in site design, hydrology studies, hydraulics, stormwater management, sediment control and utility design in commercial, residential and institutional projects. He has been with the firm since 1988 and a partner since 1994.

Lisa K. Junker, Vice President

Ms. Junker is a 1996 graduate of University of Baltimore with a Master’s Degree in Business Administration. She previously owned Datum Services, prior to its acquisition by Colbert Matz Rosenfelt, Inc. in 2008. She has successfully provided consulting and processing services for developers, architects, engineers, land planners, contractors and property owners since 2001. Ms. Junker is the Past Chairwoman of University of Baltimore’s Real Estate and Economic Advisory Board, and served on the Board as a Board Member from 2009-2013.

Richard E. Matz, P.E., Engineering Consultant

Mr. Matz is a 1973 graduate of the University of Colorado with a Bachelor of Science in Civil Engineering. He is a registered Professional in Maryland. Mr. Matz has over 40 years experience in land development engineering. Besides his experience in land development engineering, Mr. Matz has experience in construction management, solid waste management, finance, scheduling and surveying. He has managed or supervised the design and processing of hundreds of large and small residential and commercial land development projects throughout his career. He has been with the firm since 1992.

Kenneth J. Colbert, P.E., Engineering Consultant

Mr. Colbert is a 1968 graduate of the University of Missouri with a Bachelor of Science in Civil Engineering. He is a registered Professional Engineer in Maryland. He has over 40 years experience in commercial site engineering and rehabilitation from large shopping centers to small convenience stores. He has prepared and managed construction projects throughout the region. Responsibilities include project coordination, project design, assisting in bid process, review of studies, reports and construction documents and quality control.

Gino M. Bianca, Survey Manager

Mr. Bianca has over 33 years of experience in the field of surveying.  He has taken numerous Society of Surveyors Continuing Education courses in Maryland, Pennsylvania and North Carolina to ensure he remains up to date with the latest developments in the field.  Mr. Bianca is responsible for the daily operations of the survey department, preparing / checking survey plats, notes, and computations, as well as creating proposals and tracking budgets.  He returned to CMR in 2019.

Dawn R. Clamp, Project Engineer

Mrs. Clamp is a graduate of Frostburg State University with a 1999 Bachelor of Science in Environmental Analysis and Planning. She has extensive experience in site design, hydrology studies, hydraulics, stormwater management (including the recently adopted City Environmental Site Design requirements), grading, sediment control and utility design in commercial and residential projects with a focus in Baltimore City. Mrs. Clamp is very familiar with the Public Improvement Plan and the ESC/SWM review processes with many major projects successfully completed. She has been in the firm since 1999.

Kenneth Green, Senior Designer

Mr. Green has over 30 years of experience in the Design and Management of Land Development, Transportation and Utility projects in the Baltimore metropolitan area. This includes oversight of Design Team members and coordination with private and municipal clients and jurisdictional review agencies. Mr. Green has extensive experience in site design, grading, erosion control and stormwater management plans as well as water, sanitary sewer, storm drain and conduit systems for both private land development and public infrastructure projects. Responsibilities also include preparation of construction specifications, construction cost estimates and processing of plans through the various review agencies.

Aliza Hertzmark, Senior Designer

Mrs. Hertzmark graduated summa cum laude from Tufts University with a Bachelor of Science in Engineering in 2009. Since she began working at CMR in 2011, her responsibilities have included project management, research, zoning and site analysis, and site design, including stormwater management, erosion and sediment control, and utility design. Her experience with stormwater management includes several green roof designs, (1212 South East Avenue, Riverside Wharf – 1420 Key Highway, Gaudenzia Park Heights), micro-bioretention facilities (Renaissance gardens), rainwater harvesting (Gaudenzia), rain barrels (Ward Street Row), and rain gardens.

Aron Katz, Design Engineer

Mr. Katz prepares construction documents and calculations for institutional and private projects including grading plans, erosion and sediment control plans, stormwater management plans, onsite storm drain plans and public improvement plans. Calculations include stormwater management (ESD to the MEP/BMP design, TR-55, TR-20, HY-8), storm drain design, storm drain studies and floodplain studies. Responsibilities also include review of shop drawings, construction quantities takeoffs, and required opinions of probable construction costs. Mr. Katz has a Bachelor of Science in Civil Engineering from a EAC/ABET accredited program.

Kevin Kurbel, Engineering Designer / Registered Land Surveyor

Mr. Kurbel is a 1999 Graduate of the University of Michigan with a Bachelor of Arts degree.  He has been surveying or working in the civil engineering field since 2004, with a start as a survey crew chief.  Mr. Kurbel has been an Engineering Designer since 2018, his responsibilities at CMR are site design,grading, erosion and sediment control plans and stormwater management plans for Baltimore City and Baltimore County projects.  Mr. Kurbel is a registered Professional Land Surveyor since 2015 and a member of the Maryland Society of Surveyors.  He has been with CMR since 2012

Carla J. Ryon, Chief Planner

Mrs. Ryon earned her Master’s Degree in City and Regional Planning from Morgan State University in 2004. She was named the 2004 Planning Graduate Student of the Year at Morgan State University. Before working at Colbert Matz Rosenfelt, Inc. (CMR), Mrs. Ryon worked at a Baltimore City based Community Development Corporation. Her responsibilities at CMR include project management, site analysis, zoning and feasibility analysis, and research. She has been in the firm since 2007.
